How should I eat and how much should I exercise?

I am male, and sixteen years old. I weigh about 170 and I am nearly six feet tall, but I have little to no muscle. I actually have a bit of a belly. I would like to lose this belly and get some muscle. However, I DO NOT want to become a body builder and get lots of bulk. I just want to look good with my shirt off (not just loss of weight and being skinny, but some abs) and be a bit stronger.
It seems on the internet there are lots of suggestions for losing weight rapidly, which would just make me a skinny stick, and lots of suggestions that would make me a meaty bulky hunk. I want a comfortable in between. I want to lose weight and look good before I get really bad.
